When big disaster occurred, City or public anti-disaster organization act emergency work, with all their strength.

There’s no rule about the scale of that, but need an effective scale.
In which, you can stand together.
You should form an organization, actually made up of ward, or residents’ association.
You should make another formation at work or school.
In both forms, make a leader ,and establish a partial responsibility and instruction system.

In an emergency, act efficiently and protect your family’s or neighbor’s life and properties.
